A bill to require that rail and motor carriers provide timely notice to the chief executive of any State within which hazardous materials are scheduled to be transported or shipped.

Amends the Transportation Safety Act of 1974 to require rail or motor carriers transporting hazardous materials to notify the chief executive of any State through which such materials are to be transported at least 24 hours before such shipment.
