Requires the approval of the appropriate regulatory agency before any depository institution may acquire or operate customer bank communication terminals for electronic funds transfers.
Prohibits discrimination in the availability of terminals to other State depository institutions.
Compels depository institutions who acquire or operate such terminals to take precautions, acceptable to the appropriate regulatory agency, to prevent unauthorized access to terminals, unauthorized disclosure of information concerning transactions, and unauthorized issuance or use of plastic cards or other means of customer access to terminals.
Sets forth the allocation of liability for unauthorized use of a customer's plastic card or other means of access to terminals.
Places specified customer service, disclosure requirements, and advertising restrictions on depository institutions operating terminals.
Provides for the enforcement of this Act.
