A bill to amend section 1117 of the Federal Aviation Act of 1958, as added by section 5 of the International Air Transportation Fair Competitive Practices Act of 1974, so as to require the Secretary of Defense to utilize certificated air carriers for certain air transportation of persons and property.

Amends the Federal Aviation Act of 1958 to require the Department of Defense, in transporting persons or property by air between a place in the United States and a place outside the United States or between two points inside the United States, to use air carriers participating in the civil reserve air fleet program to the fullest extent practicable.

Authorizes the Comptroller General to prescribe such regulations as may be necessary to carry out the provisions of this Act and to report annually to Congress on the administration of this Act.

Authorizes the President to waive this requirement during periods of national emergency.
