Amends the Emergency Unemployment Compensation Act of 1974 to (1) provide extended benefits in States with high unemployment rates and (2) permit an individual to receive emergency compensation even though he failed to apply for or accept suitable employment if the average pay for the position does not exceed 75 percent of the individuals' average weekly wage, as defined by this Act.
