A bill to amend the provisions of the Federal Salary Act of 1967 and the Legislative Reorganization Act of 1946 which relate to the adjustment of the salary rate for Members of Congress.

Amends the Federal Salary Act of 1967 to require the appointment of persons to the Commission on Executive, Legislative, and Judicial Salaries every second calendar year beginning in 1978. Requires the President to separately submit pay recommendations for Members of Congress. Stipulates that such recommendations may not take effect prior to the Congress following the Congress during which they were transmitted. Declares that such recommendations shall take effect if not disapproved by resolution of either House.

Amends the Legislative Reorganization Act of 1946 to abolish automatic cost-of-living adjustments for Members of Congress.
