Amends the Federal Salary Act of 1967 to eliminate review of rates of pay for Members of Congress by the Commission on Executive, Legislative, and Judicial Salaries.
Amends the Legislative Reorganization Act of 1946 to abolish automatic cost-of-living pay adjustments for Members of Congress, and to set the rate of pay for such Members at the rate in effect on September 30, 1976.
Stipulates that any pay increase for Members of Congress shall not take effect until the Congress succeeding the Congress which approves such increase.
