Directs the Attorney General, in consultation with the Secretary of Health, Education, and Welfare, to prescribe standards for polling and registration facilities which will assure ready access by the handicapped and the aged. Requires States to provide alternative registration and voting methods for aged and handicapped persons assigned to inaccessible registration facilities or polling places. Requires that a paper ballot be made available to any person unable to operate a voting machine.
