A bill for the relief of William H. Spratling.

Directs the Secretary of the Navy to determine, and the Secretary of the Treasury to pay, the amount to which a certain individual would have been entitled if he had been found permanently incapacitated as a result of an incident of his service as a commissioned officer of the Navy. Declares such individual to have been retired for physical disability.
