Expands the exemption from the copyright laws for performance of dramatic literary works for blind or handicapped persons to increase the number of performances permitted under such exemption, and to allow the performance of works published one year prior to such performance. Permits the same performers or organization to perform the same work more than once under such exemption.
Allows radio subcarriers, entitled to transmit performances of literary works for the blind or handicapped, to make three copies or phonorecords of such performances, or to permit the use of such copies by certain radio subcarriers.
