Congressional Election Finance Reform Act

Congressional Election Finance Reform Act - Revises recordkeeping and reporting requirements under the Federal Election Campaign Act.

Restricts persons who may make contributions to a candidate for Federal office to individuals residing within an electorial district in which the candidate seeks election and party committees.

Permits a taxpayer to designate $1 of his taxes be used for public financing of Congressional elections.

Entitles candidates for nomination for election or for election to Congress who agree to certain reporting requirements and certify receipt of certain contribution minimums to matching payments for campaign expenses.

Establishes Congressional Elections Campaign Fund from which such payments are to be made.
