A bill to regulate interstate commerce in wagering on horse racing and to maintain the stability of the horse racing industry.
Interstate Horseracing Act - Title I: Findings and Policy - Declares that it is the policy of the Federal Government to assure the continued flow of revenue to the several States from pari-mutuel wagering on horseracing, and to protect and further the horseracing industry in the United States.
Title II: Regulation of Interstate Off-track Wagering - Prohibits any person or State from accepting any interstate off-track wager. Establishes civil penalties for violation of such prohibition, and confers jurisdiction on the district courts of the United States over any cause of action arising out of a violation of such prohibition.
