Directs the Institute of Medicine of the National Academy of Sciences to conduct a review of toxic and carcinogenic substances and to report its findings and advisory recommendations to the Congress and the Secretary of Health, Education, and Welfare within one year.
Directs the Secretary to require products containing saccharin to meet certain labeling and advertising requirements.
Authorizes the continued use of saccharin for two years. Provides for an earlier expiration date for such use if a saccharin substitute is developed.
