A bill to provide for campaign finance reform of congressional elections.
Congressional Election Finance Reform Act - Revises recordkeeping and reporting requirements under the Federal Election Campaign Act.
Restricts persons who may make contributions to a candidate for Federal office to individuals residing within an electoral district in which the candidate seeks election and party committees.
Permits a taxpayer to designate that $1 of his taxes be used for public financing of Congressional elections.
Entitles candidates for nomination for election or for election to Congress who agree to certain reporting requirements and certify receipt of certain contribution minimums to matching payment for campaign expenses.
Establishes a Congressional Elections Campaign Fund from which such payments are to be made.
