Department of Defense Appropriation Act - =Title I: Military Personnel= - Appropriates specified sums for fiscal year 1978 for pay, allowances, individual clothing, subsistence, interest on deposits, and travel expenses for members of the Army, Navy, Marine Corps, Air Force, the reserve components of such armed forces; and the Army and Air National Guard.
=Title II: Retired Military Personnel= - Makes appropriations for: (1) retired pay and retirement pay for military personnel on the retired lists of the various military departments and the reserves; (2) retainer pay for personnel of the Inactive Fleet Reserve; (3) the Retired Serviceman's Family Protection Plan; and (4) the Survivor Benefit Plan.
=Title III: Operation and Maintenance= - Makes appropriations for operating and maintenance expenses for the various military departments, their reserve components, the Defense Agencies, and the Army and Air National Guard. Makes appropriations for the Army National Board for the Promotion of Rifle Practice, for the payment of claims against the Department of Defense, for emergency expenses within the Department, for the United States Court of Military Appeals, and for the Secretary of Defense Readiness Fund.
=Title IV: Procurement= - Appropriates specified sums to the Army for the procurement of aircraft, missiles, weapons, tracked combat vehicles, ammunition, and other specified equipment. Appropriates specified sums to the Navy for weapons procurement, shipbuilding and ship conversion, and the procurement of other equipment. Appropriates specified amounts to the Marine Corps for weapons procurement and the procurement of other specified equipment. Makes appropriations to the Air Force for aircraft and missile procurement and the procurement of other specified equipment. Makes appropriations for the procurement of equipment by the defense agencies.
=Title V: Research, Development, Test, and Evaluation= - Makes appropriations to the Army, Navy, Air Force, and Defense Agencies for research, development, test, and evaluation purposes. Makes appropriations for the activities of the Director of Defense Test and Evaluation.
=Title VI: Special Foreign Currency Program= - Makes appropriations for the payment in foreign currencies of expenses in carrying out Department of Defense programs.
=Title VII: Working Capital Funds= - Appropriates specified sums for the Army, Navy, Marine Corps, Air Force, and Defense Agencies stock funds.
=Title VIII: General Provisions= - Sets forth the activities for which funds may be used under this Act. Establishes limitations on the use of appropriations made available under this Act. Directs the Secretary of Defense to assist American small businesses to participate equitably in the furnishing of commodities and services financed with funds appropriated under this Act. Prohibits the use of appropriations under this Act for the purchase of specified goods in amounts over $10,000 unless such goods are produced in the United States. Prohibits the use of funds under this Act for research involving uninformed or nonvoluntary human beings.
=Title IX: Related Agencies= - Makes appropriations for expenses of the Intelligence Community Staff, and for payment to the Central Intelligence Agency Retirement and Disability Fund in order to maintain a certain funding level for the Central Intelligence Agency Retirement and Disability System, and for expenses of the Office of Federal Procurement Policy.
