A bill to prohibit lobbying activities by Members of Congress and certain Federal officials while they are in office and for a period of two years after they leave office.

Makes it a Federal offense for a Member of Congress or certain officers of the executive branch of the United States Government to seek or accept any compensation for any services rendered or to be rendered by himself or another in relation to a lobbying communication at a time while he is in office and for a period of two years after he leaves office.
