Vendor Payment Act - Title I: Campaign Financing - Permits candidates for the House of Representatives who agree to certain conditions allotments for a specified amount of media time.
Title II: Limitations on contributions - Reduces the maximum amount which an individual or multicandidate committee may contribute to a candidate for the House of Representatives.
