Establishes within the Department of Commerce the United States Design Council to establish standards for excellence in the design of objects and systems, to identify the ways in which marketing may be improved through better design and manufacture, to implement programs to educate entrepreneurs and the public to the value of excellence in design, to make awards for outstanding products, and to conduct specified other activities to encourage excellence in design.
