Authorizes the Mayor of the District of Columbia to enter into an agreement relating to the use of airspace with the United States Postal Service permitting the Postal Service to build a bridge for postal use between Union Station Terminal and the City Post Office located on North Capital Street and Massachusetts Avenue, Northeast.
Provides that such construction shall not be inconsistent with the use, maintenance, and operation of any street or alley, and shall not deprive any real property not owned by the United States and administered by the United States Postal Service of easements of light, air, and access.
