A bill to protect the privacy of letter mail originating outside the United States.

Prohibits the seizure or detention of letter mail in sealed envelopes originating outside the United States except pursuant to a warrant issued upon probable cause supported by oath or affirmation and particularly describing the thing to be seized or detained.
