A bill to amend title 18 of the United States Code to make it a Federal crime to carry out any nontherapeutic research activity on a human fetus or to intentionally take any action to kill or hasten the death of a human fetus in any Federally supported facility or activity.

Prohibits any person from: (1) carrying out any research activity on a human fetus which is outside the womb of its mother and has a beating heart if the research or the facility in which it is conducted is federally supported; or (2) taking any action to kill or hasten the death of such a fetus in a federally supported facility.
