A bill to amend Chapter 2 of Title II of the Immigration and Nationality Act to change affidavits of support signed by sponsors on behalf of incoming aliens from a moral obligation to a legal obligation.

Amends the Immigration and Nationality Act to prohibit the admission of any immigrant unless a United States citizen has agreed in writing to sponsor and to provide financial support to such immigrant for five years after entering the United States.

Makes such agreement enforceable against the sponsor in the United States district court for the district in which the sponsor resides.
