Urban Grant University Act - Amends the Higher Education Act of 1965 to authorize appropriations for, and establish a program of grants to, urban universities for (1) development of urban-oriented educational, research, or service programs; and (2) assistance in carrying out such programs.
Establishes a five year comprehensive grant to a university qualifying as an "urban grant university" and establishes criteria for such designation.
Creates an Urban University Advisory Council to (1) review, along with the Commissioner of Education, "urban grant university " applications; (2) advise the Commissioner; and (3) make recommendations to the President and to the Congress.
