Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to provide that an individual who becomes disabled shall be insured for disability insurance benefits in any month if (1) he would have been insured had he reached age 62 and filed for benefits on the first day of such month, and (2) he has not yet reached age 31 and has performed work covered under the Act for at least one half of the quarters (and not less than six) during the period beginning with the quarter in which he attained age 21 and ending with the quarter in which he files for benefits.
