Establishes a Virgin Islands Immigration Commission to review on a case-by-case basis, the status, circumstances, and character of those aliens residing in the Virgin Islands of the United States who were admitted to the Virgin Islands as nonimmigrants on or before May 12, 1970 and to recommend to the Attorney General whether or not the status of such aliens should be adjusted to that of aliens lawfully admitted for permanent residence.
Directs the Attorney General to review on a periodic basis the recommendations of the Commission and to adjust the status of such aliens upon a finding that: (1) the aliens can be admitted under the Immigration and Nationality Act; and (2) the adjustment would not adversely affect the wages and working conditions of similarly employed United States citizens.
