Prohibits the Postal Service from closing any post office for the purpose of: (1) merging the operation of such post office with the operation of another; (2) changing its name or ZIP code; or (3) reducing its services without the approval of a majority of patrons of such post office who respond to a referendum conducted pursuant to this Act. Requires the postmaster of the affected facility, in the event such change is planned, to distribute a referendum proposing such action to persons regularly served by such post office and to receive responses during the following 60-day period.
