A bill to amend certain programs relating to elementary and secondary education.
Elementary and Secondary Education Amendments Act - Title I: Amendments to Title I of the Elementary and Secondary Education Act of 1965 - Revises the purposes for which grants may be made under Title I (Financial Assistance to Local Educational Agencies for the Education of Children of Low-Income Families) of the Elementary and Secondary Education Act of 1965. Extends the authority of the Commissioner of Education to make such grants through 1982. Revises allocation procedures for such grants among schools with migratory and Indian children.
Title II: Amendments to Other Education Programs - Amends Title VII (National Reading Improvement Program) of the Education Amendments of 1974 to restate the purposes of such program and set forth new requirements for local educational agency reading improvement programs. Extends the Bilingual Education Act.
Title III: Gifted and Talented Children - Gifted and Talented Children Act - Establishes a program of grants to State and local educational agencies to assist in the development and operation of programs designed to meet the special educational needs of gifted and talented children at the preschool and elementary and secondary school levels.
