A bill to provide that an electronically recorded summary of daily Chamber action in the Senate and the House of Representatives shall be made available by the Congress through the use of a toll-free telephone listing.

Directs the Secretary of the Senate and the Clerk of the House to prepare a daily electronic recording which shall include a summary of action taken in the Senate and House Chambers during the preceding day and a list of laws signed by the President during the thirty-day period before the day on which such recording is prepared.

Requires the establishment of a toll-free telephone listing to be used to transmit such electronic recordings.

Authorizes appropriations necessary to carry out this Act.
