Rules Enabling Act Amendments Act

Rules Enabling Act Amendments Act - Amends the Rules Enabling Acts to empower the Supreme Court of the United States to prescribe general rules of pleading, practice, and procedure for Federal courts only upon the recommendation of the Judicial Conference of the United States. Requires the Judicial Conference, within specified periods of times, to publish proposed rules and a list of issues raised by such proposals in the Federal Register, and to accept and consider, before making its final recommendations, timely written comments of such proposals.

Prohibits abridgement by the court through rule of the right to withdraw a guilty plea.
