A bill to provide direct aid to the States and territories for educational purposes only for the benefit of the taxpayers and local governments.

Directs that two percent of all income taxes collected within a State or territory on individual incomes under Federal statutes be transferred as revenue to such State or territory to be utilized for educational purposes, free of any Federal control.
