A bill to amend title 18, United States Code, to promote public confidence in the legislative branch of the U.S. Government by requiring financial disclosure by Members of Congress, candidates for Congress, and certain employees of the legislative branch.

Requires Members of Congress, congressional candidates, and employees of Congress to file financial disclosure statements revealing: (1) the amounts and sources of income including gifts, honorariums, and compensation for publication of written works which exceed $100; (2) the value of all assets held by such person individually or jointly with his or her spouse valued at over $5,000; and (3) any business transaction involving such person and involving an amount exceeding in $5,000.

Requires such statements to be made annually to the Comptroller General who is directed by this Act to make them available to the public.
