Authorizes the Federal Energy Administrator to make grants to assist States and localities in the construction, purchase, and installation of solar energy systems in new and existing public buildings and facilities. Stipulates that such grants shall be in an amount of up to 50 percent of the incremental cost of such systems.
Establishes procedures and criteria for submission and approval of projects under this Act. Requires preparation of an energy use analysis for each proposal. Authorizes technical and related services to States and localities with respect to project proposals.
Directs the Secretary of Housing and Urban Development, within five years of the date of enactment of this Act, to establish standards for solar energy equipment.
Authorizes the appropriation of $10,000,000 for fiscal year 1977 to carry out this Act.
