A bill to amend title 5, United States Code, to provide for the establishment of a special cost-of-living pay schedule containing increased pay rates for Federal employees based on place of employment to offset the increased cost of living.

Requires the Civil Service Commission to establish a Special Cost-of-Living Pay Schedule for Federal employees located in any locality. Directs that such schedule shall contain special rates of basic pay representing increases in comparable rates provided by the General Schedule, for the purpose of offsetting the increased cost-of-living of employees located in each locality.
