Amends the Federal Aviation Act of 1958 to make eligible for registration, as being of United States nationality, aircraft owned by a citizen of a foreign country who has been lawfully admitted for permanent residence into the United States or a corporation lawfully organized and doing business under the laws of the United States or any State thereof, provided that such aircraft is based or primarily used in the United States.
