A bill to amend title 18, United States Code, to further restrict the interception of certain wire or oral communications.

Places further restrictions under title 18 upon interception of communications without court sanction by requiring that with all parties consent or that the interceptor is a party to the communication and reasonably believes that the communication violates State or Federal law.
