Creates as an agency of the United States the National Zoological and Aquarium Corporation.
Requires the Corporation to revise standards for the national accreditation of zoos and aquariums in the several States and District of Columbia.
Authorizes the Corporation to: (1) provide the technical services of Federal officers employees to assist such zoos and aquariums in complying with such accreditation standards; (2) make grants to certain nonprofit organizations for training and research, and to certain public nonprofit zoos and aquariums for model programs and pilot projects; and (3) insure mortgages executed by accredited zoos and aquariums.
Authorizes the Corporation to guarantee loans made by non-Federal lenders to zoos and aquariums unable to obtain a mortgage loan with insurance provided by this Act.
Establishes a revolving fund to be available to the Corporation to carry out this Act.
Authorizes the Corporation to borrow money and to issue and sell obligations up to a specified amount to carry out the purposes of this Act.
