A bill to amend the Communications act of 1934 to establish orderly procedures for the consideration of applications for renewal of broadcast licenses.

Increases from three to five years the term for which a license to operate a radio broadcasting station may be issued, and for which such licenses may be renewed under the Communications Act of 1934. Sets standards against which the Federal Communications Commission shall weigh an application for renewal of a license.
