A bill to authorize certain construction at military installations.
Military Construction Authorization Act - Title I: Army - Authorizes the Secretary of the Army to establish or develop military installations and facilities at specified locations. Authorizes appropriations in specified amounts for each of these locations. Authorizes the Secretary to establish or develop other installations by proceeding with construction made necessary by unforeseen security consideration, new weapons development, new and unforeseen research and development requirements, or improved production schedules. Authorizes appropriations for such purpose.
Title II: Navy - Authorizes the Secretary of the Navy to establish or develop military installations and facilities at specified locations. Authorizes appropriations in specified amounts for each such location. Authorizes the Secretary to establish or develop other installations where necessary under the same conditions as those relating to the Secretary of the Army under title I of this Act.
Title III: Air Force - Authorizes the Secretary of the Air Force to establish or develop military installations and facilities at specified locations. Authorizes appropriations in specified amounts for each such location. Authorizes the Secretary to establish or develop additional facilities where necessitated by those factors enumerated in Title I of this Act pertaining to the Secretary of the Army.
Title IV: Defense Agencies - Authorizes the Secretary of Defense to establish or develop military installations at a specified location and authorizes appropriations in specified amounts for such project. Authorizes the Secretary to establish or develop additional facilities which are determined to be vital to the security of the United States. Authorizes appropriations for such purposes.
Title V: Military Family Housing and Homeowners Assistance Program - Authorizes the Secretary of Defense to construct or acquire military family housing units in specified numbers at specified locations. Authorizes appropriations in specified amounts for each location. Stipulates that no family housing construction shall be commenced until the Secretary has determined that suitable private housing is available. Authorizes the Secretary to increase the amounts authorized for such purpose up to 10 percent for the purpose of meeting unforeseeable variations in cost.
Authorizes the Secretary of Defense to expend specified amounts to improve existing public quarters for the various military departments.
Authorizes the Secretaries of the Army, Navy, and Air Force to lease housing facilities for assignment as public quarters to military personnel and their dependents, without rental charge, at or near any military installation in the United States, Puerto Rico, or Guam if there is a lack of adequate housing in the area and other specified conditions are met.
Sets forth the amounts which may be expended for the leasing of quarters for military personnel. Stipulates that such a lease may not be for more than ten years.
Authorizes the Secretary of Defense to install energy consumption metering devices on military family housing facilities in the United States, Puerto Rico, or Guam at specified costs for the various military departments. Authorizes the Secretary to establish energy consumption ceilings for each housing facility and to assess charges for energy consumption in excess of this ceiling.
Authorizes appropriations for use by the Secretary of Defense for military family housing and homeowners assistance for special purposes.
Title VI: General Provisions -Authorizes the Secretaries of the military departments to proceed with the establishment or development of facilities under this Act without regard to specified laws prohibiting advancements of public moneys for constitution work and requiring cost estimates for construction projects.
Sets forth limitations on the use of funds authorized to be under this Act under certain circumstances.
Requires the Secretaries of each of the military departments to report to the President of the Senate and the Speaker of the House of Representatives regarding construction contracts awarded under this Act.
Repeals authorizations for military public works in prior military construction Acts. Specifies exceptions to such repealer.
Sets forth unit cost limitations for construction projects for permanent barracks and bachelor officer quarters under this Act. Authorizes the Secretary of Defense to increase such cost limitations in order to equip such projects with solar heating or cooling equipment.
Authorizes the Directors of the defense agencies to establish or develop facilities not otherwise authorized by law for projects costing less than $400,000.
Authorizes the Secretary of the Navy to convey a specified parcel of land in Los Angeles, California, to that city in exchange for a specified parcel of land adjacent to the Naval Support Activity, Long Beach, California. Authorizes the Secretary to convey the Naval Regional Medical Center, San Diego to that city in exchange for a lease on such property.
Authorizes the Secretary of the Army to convey a specified portion of land adjacent to the Manchester Airport Authority, Manchester, New Hampshire, to that Authority in exchange for a portion of land determined by the Secretary to be of equivalent value.
Authorizes the Secretary of the Air Force to acquire from the City of Colorado Springs, Colorado, a specified portion of land adjacent to Peterson Air Force Base, El Paso County, Colorado, in exchange for a conveyance by the Secretary to the City of portions of Ent Air Force Base in Colorado Springs equal in monetary value to the land acquired.
Abolishes the present system of including naval districts within the organization of the Department of the Navy.
Title VII: Guard and Reserve Forces Facilities - Guard and Reserve Forces Facilities Authorization Act - Authorizes the Secretary of Defense to establish or develop additional facilities for the National Guard and the Reserve components of the armed forces. Authorizes appropriations for such purpose.
