Directs that no officer, employee, or agent of the United States, or agency or department thereof, may inspect, acquire, or otherwise require for any reason any part of medical and/or dental records of patients whose care was not, or will not be, provided directly by the Federal Government, or is not paid for under a program receiving Federal financial assistance, unless such patient has authorized disclosure. Sets forth procedures for authorizing disclosure.
Specifies that any person who violates this Act shall be fined not more than $10,000 or imprisoned for not more than five years, or both.
