A bill to require that real property in the Canal Zone which is not necessary to the United States for governmental purposes be sold or otherwise transferred for fair market value to appropriate individuals and nongovernmental entities, and to require that the President prepare a detailed proposal for self-government of the Canal Zone under the U.S. Constitution.
