A bill to amend the District of Columbia Self-Government and Governmental Reorganization Act.

Amends the District of Columbia Self-government and Governmental Reorganization Act to transfer certain powers and authorities of the President and the Senate with regard to the District of Columbia Government to the Mayor and City Council respectively.
