A bill to establish a procedure under which the Congress may disapprove rules or regulations adopted by the executive branch which are contrary to law or inconsistent with congressional intent or which exceed the mandate of the statutes which they are designed to implement.

Requires all officers and agencies in the executive branch to submit to each House of Congress any rule or regulation, or change in a rule or regulation, proposed for use in the administration of any Federal law or program, together with a report containing an explanation thereof.

Prohibits any such rule, regulation, or change from taking effect if either House adopts a resolution stating that such rule, regulation, or change is contrary to law, inconsistent with the intent of Congress, or exceeds the mandate of the statute.
