Amends the Merchant Marine Act, 1936, to authorize the possession and use of gambling devices aboard passenger vessels documented under the laws of the United States while such a vessel is within the territorial seas of the United States or the special maritime and territorial jurisdiction of the United States if the vessel is engaging in foreign trade, offshore domestic trade, or a cruise approved by the Secretary of Commerce.
Directs the Secretary of Commerce to prescribe regulations with respect to such gambling devices.
Makes it unlawful for any master or crew member of such a vessel to use or permit passengers to use such devices when the ship is within the territorial jurisdiction of any State or possession of the United States which prohibits the use of gambling devices.
