Amends the surplus commodities provision of the Older Americans Act of 1965 to require the Secretary of Agriculture to donate surplus commodities to recipients of grants and contracts at a rate of at least 30 cents per meal during the fiscal year ending September 30, 1978.
Allows a State to elect to receive cash payments in lieu of donated foods with regard to programs for older Americans. Stipulates that payments of such funds to States may only be used by the States to purchase food for nutrition projects.
