A bill to amend the Agricultural Trade Development and Assistance Act of 1954.

Amends the Agricultural Trade Development and Assistance Act of 1954 to require the President to require sales of all agricultural commodities financed by the Commodity Credit Corporation to be made on the basis of a public tender, to be publicly opened in the United States, and to prohibit the payment of a commission to any selling agent.
