Amends Titles I (Grants to States for Old-Age Assistance and Medical Assistance for the Aged), IV (Aid to Families with Dependent Children), X (Grants to States for Aid to the Blind), XIV (Grants to States for Aid to the Permanently and Totally Disabled), and XVI (Supplemental Security Income for the Aged, Blind, and Disabled) of the Social Security Act to insure that future increases in benefits under a Federal retirement or disability program shall not be taken into consideration in determining a person's eligibility for aid or assistance under the programs established by such Titles.
Defines the term "Federal retirement or disability program" to mean the insurance systems established under Title II (Old-Age, Survivors and Disability Insurance) of the Social Security Act, the Railroad Retirement Act of 1937, Title 38, United States Code (veterans), and any other federally-financed program which provides for periodic payment of retirement or disability benefits.
