Establishes a Select Commission on Immigration and Refugee Policy to study and analyze: (1) the effect of the provisions of the Immigration and Nationality Act on (A) social, economic, and political conditions in the United States, (B) demographic trends, (C) present and projected unemployment in the United States, and (D) the conduct of foreign policy; (2) the extent to which such Act should apply to the territories and possessions of the United States; and to (3) review the numerical limitations of such Act on the admission of permanent resident aliens.
Directs the Commission to make semiannual reports to each House of Congress.
Directs the Commission to make a final report of its findings and recommendations to the President and each House of Congress to be published not later than September 30, 1980.
Authorizes the Commission to appoint and fix the compensation of personnel without regard to the civil service laws, rules, and regulations.
Abolishes the Commission as of the date of the filing of its final report.
