Home Improvement Loan Act - Authorizes the Secretary of Housing and Urban Development to make loans to low- and middle-income individuals and families owning one-, two-, or three-family residential structures in order to assist in financing necessary major improvements to their homes.
Requires that at least ten percent of such loans outstanding be loans made to elderly homeowners.
