=Title I: For National Security Programs= - Authorizes the appropriation of $1,990,100,000 to the Energy Research and Development Administration for fiscal year 1978 for operating expenses for various national security programs. Lists specified amounts authorized for weapons activities, special materials production, laser fusion, naval reactor development and program management and support.

Lists amounts authorized for specified plant and capital equipment expenditures. Amends prior year appropriations authorization acts to authorize increases for specified projects.
