A bill to provide permanence for children in foster placements by promoting greater accountability for such children, and by facilitating the placement of eligible children in permanent adoptive homes.
Foster Care and Adoption Improvement Act - Directs the Secretary of Health, Education, and Welfare to make grants to States for allocation to State, local, and private nonprofit adoption agencies to facilitate the adoption of children and reduce the need for and the duration of foster placements.
Establishes standards to protect the child. Requires States to provide preventive and family reunification services. Prohibits payments to States for foster child maintenance after September 30, 1979, unless such standards are complied with and such services are provided.
Directs the Secretary to appoint a Committee on Uniform Adoption Regulations to review current adoption conditions, practices, and laws, and to propose to the Secretary uniform regulations facilitating adoption.
Establishes, within the Department of Health, Education, and Welfare, a national adoption information exchange.
Directs the Secretary and the Attorney General to jointly undertake a study of private adoption placement persons and agencies.
