Establishes an emergency, federally funded bridge replacement program for bridges located on rural non-Federal aid system public roads. Authorizes appropriations for such program through fiscal year 1980. Specifies the method by which the Secretary of Transportation shall apportion funds to the States for such program. Directs the Secretary to report annually to Congress regarding projects approved under this Act.
